Pennsylvania Lineman Jobs

Pennsylvania is not a right-to-work state, and IBEW agreements cover most outside line construction, which keeps Pennsylvania pay at or above the national median. The state splits sharply: Philadelphia and the eastern counties are dense urban distribution with heavy underground, while the Alleghenies and the northern tier are long rural circuits, mountain access, and co-op territory. Ice and heavy wet snow drive restoration season here, roughly December through March, and the ridge-and-valley terrain means a storm callout can put you on a two-track for a week.

Who Hires

Pennsylvania Employers

PPL Electric UtilitiesCentral / East

Allentown-based, covering Harrisburg, Scranton, and the Lehigh Valley across 29 counties.

PECOPhiladelphia

Exelon utility covering Philadelphia and the surrounding suburban counties, network and underground heavy.

FirstEnergyWest / North

Runs the Met-Ed, Penelec, West Penn Power, and Penn Power territories, covering most of western and northern PA.

Duquesne LightPittsburgh

Pittsburgh and Allegheny County only, a compact urban system separate from the FirstEnergy footprint around it.

Rural Co-opsRural

A dozen-plus distribution co-ops serve the mountain and northern-tier counties the IOUs do not reach.

Line ContractorsStatewide

PJM transmission corridor work and substation buildout keep contract crews busy across the whole state.

Four IOUs plus a real co-op presence means the IOU vs co-op tradeoff in Pennsylvania is mostly a question of whether you want city underground or rural overhead.

Getting Hired

What You Need

Class A CDL, climbing time, and energized work experience are baseline everywhere. In the east, underground and network experience matters most; in the west and north, it is off-road driving, terrain access, and cold-weather restoration availability.

Entry Path

Groundman with a contractor is the standard entry, then into the IBEW outside lineman apprenticeship once you have hours. PPL, PECO, and Duquesne Light each run their own utility apprenticeships on their own schedules. Use the IBEW local finder to identify the book covering outside line work in your county.

Questions

Pennsylvania FAQ

Is Pennsylvania a right-to-work state?

No. Outside line construction runs largely under IBEW agreements, and the utility side is substantially organized, which is the main reason Pennsylvania scale holds up against neighboring states.

How does eastern PA work differ from western PA?

PECO's Philadelphia territory is dense urban and underground-heavy, while FirstEnergy's western and northern territories and the co-ops are long rural overhead circuits with mountain access. They are close to different trades within the same job title.

Is there storm work in Pennsylvania?

Yes, ice and heavy wet snow rather than hurricane, concentrated December through March. PA crews also travel to the coast for hurricane restoration, which is where most of the storm pay upside comes from.
