Do I need a Class A CDL to get hired?

For most journeyman postings, yes. A handful of municipal and co-op crews will hire without one if you commit to getting it within a set window.

Can I take a permanent staff job and still chase storms?

Yes, but the storm work comes through your employer's mutual aid obligations rather than by your choice. Contractor work is where you pick your own storms.
